3.2. Knowledge of HF documents
We found, as we expected, that some parts of the organization had better knowledge of HF documents than other parts. The supervisor in the safety department and the HF specialists participated in the writing of different safety and HF documents, and obviously knew these documents. None of the people in the procurement department knew any HF document. This is not surprising, since purchasers were concerned with the economic aspects of purchasing equipment. HF was part of the technical considerations, which were the package engineer responsibility. There was no formal obligation for senior management to know any HF document.
The answers of the remaining 22 respondents are shown in Table 2. Seven did not know any HF document. Another nine indicated slight knowledge of the HF documents. Only six respondents knew one or more of the HF documents. Of those with a negative answer there was one department supervisor from the materials department, which was the only department that was not given any responsibility in the responsibility matrix of the safety program. Six were designers without any special responsibilities such as working in the operation department, being a group leader, an advisor or a department supervisor. Thus, ‘ordinary’ designers dominated in this category and this group was relatively young (mean age 28.7).
In the group with slight knowledge there were five designers (of these two were group leaders), one department supervisor, one advisor and two working in the operation department. In this group, several of the members had responsibilities beyond being a designer. They were relatively old (mean age 44.4), nevertheless they revealed only a superficial knowledge about the documents, as illustrated by the following quotation:
‘No, we just work with the electro specification, electrical equipment. …We enclose a specification to each supplier which is called HF something. I have to look it up… ‘Requirements to HF’’ Elsa, 28
When asked directly Elsa, a package engineer in the electrical department, does not claim to know any HF document. Earlier in the interview she has talked about the restricted space in junction boxes, making the working conditions for electricians difficult, but she apparently does not see HF documents as relevant to her. It is not until later in the interview she remembers the HF specification to suppliers. Luke, on the other hand, who is an experienced layout engineer, claims to know HF documents in the sense that he knows where to look for one:
‘Yes, not by name and number, but I can always try to find some.’

Edwin must have seen an HF document, at least he tries to remember a document name: ‘It must be that Safety HF and operability study, phil, yes, no’
